
CM Omar Abdullah Reviews CAPEX Plans for Estates, Revenue, Tourism & Culture Departments.
SRINAGAR, JUNE 12: Chief Minister Omar Abdullah chaired detailed departmental review meetings in Srinagar to examine the Capital Expenditure (CAPEX) plans for 2025–26 across the Estates, Revenue, Tourism, and Culture departments. Top officials, including Advisors, Principal Secretaries, and departmental heads, participated in the sessions. The Chief Minister underscored the importance of swift approvals, fund disbursal, and efficient project implementation to strengthen institutional capacity and public service delivery.
In the Estates Department, 94.93% of the 2024–25 budget was utilized, with 182 out of 217 works completed. Plans for 2025–26 include construction of residential units, infrastructure upgrades, and new projects worth ₹10,000 lakh.
The Revenue Department highlighted its digital transformation achievements, including 100% digitization of land records and real-time access through platforms like “Aapki Zameen Aapki Nigrani.” Over 133 new infrastructure projects are proposed, along with dynamic RoRs, SVAMITVA property cards, and digitized crop surveys.
Tourism Department updates showcased a 66% expenditure in 2024–25 and new plans for ₹191.87 crore in 2025–26, with major focus on tourism master plans, infrastructure development, sports facilities, and destination revival. High-priority works and elected representative proposals have also been factored in.
The Culture Department is prioritizing heritage restoration, museum modernization, regional language promotion, and digital archiving. Key initiatives include the revival of Mubarak Mandi, Tehzeeb Mahal, and modernization of the SPS Museum. Plans under the ₹132 crore 2025–26 budget aim to preserve Jammu and Kashmir’s cultural legacy while embracing modern technologies.
The Chief Minister praised the departments for their efforts and urged fast-track execution to ensure that investments result in tangible outcomes on the ground. He reiterated his government’s commitment to inclusive development, efficient governance, and modernization across sectors.
