
CM Omar Abdullah Stresses Urgent Implementation of Budget and Visible Governance in J&K
SRINAGAR, May 5: Chief Minister Omar Abdullah today underscored the importance of ensuring that the government’s efforts are visibly reflected in governance, service delivery, and overall administrative functioning across Jammu and Kashmir over the next six months.
Chairing a high-level review meeting at the Civil Secretariat in Srinagar, marking the formal reopening of government offices in the summer capital, the Chief Minister emphasized that governance must extend beyond administrative buildings and reach the grassroots level.
The meeting was attended by Deputy Chief Minister Surinder Kumar Choudhary, Ministers Sakeena Itoo, Javed Ahmed Rana, Javed Ahmed Dar, Satish Sharma, Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary to HCM Dheeraj Gupta, divisional commissioners, IGP Kashmir, administrative secretaries, and other senior officials.
CM Abdullah called for the prompt implementation of budget proposals and effective delivery mechanisms. “Our focus should now be on actions within our control to ease the challenges faced by the common people,” he said.
He directed departments to work beyond the confines of the Civil Secretariat and prioritize the execution of on-ground projects. “This working season presents an opportunity to implement development projects and ensure accountability,” he added.
Highlighting the budget passed in the Legislative Assembly in March, the Chief Minister stated, “Despite differing opinions, our duty is to implement the budget that was approved. Review meetings with departments and agencies will be conducted to track progress.”
He stressed the need for optimal utilization of budget allocations, especially through the District Capex Plan, and called upon departments like Power, R&B, PHE, Health, and Social Welfare to accelerate their work during the brief construction season.
CM Omar Abdullah also shared insights from his recent meeting with Prime Minister Narendra Modi, noting that the central government is fully supportive of continued development in Jammu and Kashmir, even in light of recent security concerns.
Addressing the impact of recent incidents on tourism, he urged all departments to ensure a smooth Amarnath Yatra experience for pilgrims. “The civil administration has responsibilities we must fulfill at all costs,” he asserted.
On the Rail-to-Kashmir project, he expressed optimism that the inauguration—postponed due to weather—would take place soon. “Early inauguration of the bridge and train service will put to rest the rumors and bring real benefits,” he said.
Concluding his address, the Chief Minister called for unity of purpose among government functionaries. “We are here to serve the people of Jammu and Kashmir. That is our collective mission,” he affirmed.
Earlier, Chief Secretary Atal Dulloo welcomed the Chief Minister and the Council of Ministers, assuring that all necessary arrangements have been made for the smooth functioning of the Secretariat in Srinagar.
