
CS Atal Dulloo Stresses Seamless Synergy for Achieving Tail-End Irrigation in J&K.

SRINAGAR, JUNE 14: In a significant move to strengthen irrigation and flood control infrastructure across Jammu and Kashmir, Chief Secretary Atal Dulloo chaired a comprehensive review meeting today to assess ongoing initiatives of the Jal Shakti Department (JSD). The meeting focused on maximizing irrigation coverage under schemes like PMKSY and bolstering flood mitigation efforts under PMDP-II.
The session was attended by Additional Chief Secretary Jal Shakti, Shaleen Kabra; Secretary Rural Development Department; CEO JSCL; Chief Engineers and SEs of I&FC, among others.
Chief Secretary Dulloo emphasized the need for seamless coordination between the Jal Shakti Department, Agriculture Production Department, and district administrations to ensure optimal results on the ground. He stressed that irrigation infrastructure must go hand-in-hand with the development of command areas to fully benefit farmers.
He urged officials to make full use of Centrally Sponsored Schemes (CSS) and other available resources to strengthen district-level irrigation plans. On flood control, Dulloo directed the departments to accelerate execution of projects under PMDP-II and adopt a forward-looking strategy that ensures long-term flood protection.
Dulloo also instructed the Rural Development and Housing & Urban Development Departments to protect irrigation canals and water bodies from pollution, calling for strict action against polluters.
The Chief Secretary reviewed modernization efforts of the Ravi Canal and the operational status of the Shahpur Kandi Dam—both considered crucial for irrigation and water security in the UT. He also issued clear directions to ensure the timely completion of the Tawi Riverfront Development Project, with a hard deadline of September 30, 2025.
Presenting a detailed update, ACS Jal Shakti Shaleen Kabra outlined several achievements including the Rs 28.45 crore Entry and Exit Gates project at Hokersar Wetland completed under PMDP-II. He noted 100% fund utilization of Rs 114.29 crore under PMDP-II (Part A) and the sanctioning of 12 new NABARD schemes worth Rs 175.60 crore under RIDF XXX.
Kabra informed that ongoing schemes including FMBAP, PMDP-II, PMKSY-HKKP, and PMKSY-AIBP have a cumulative outlay of Rs 622 crore. The second phase of PMDP includes extensive bank protection works and re-sectioning of flood spill channels at a projected cost of Rs 1623 crore.
The meeting also reviewed the advanced Flood Early Warning System (FEWS) integrating IMD forecasts, CWC water levels, and rain gauge sensor data to issue timely advisories.
Under PMKSY, out of 401 irrigation works with a target to cover 1.23 lakh hectares, 204 works have been completed, bringing 85,637 hectares under irrigation. Additionally, 28 new schemes with an estimated cost of Rs 84 crore have been rolled out across flood control divisions.
The discussion also included updates on Capex projects (budgeted at Rs 188.77 crore), NABARD-backed initiatives, development works at the Holy Cave, and desiltation of irrigation canals under MGNREGA convergence.
