
Engineers Placed as In-charge Superintending Engineers in J&K Public Works (R&B) Department
The Government of Jammu and Kashmir’s Public Works (R&B) Department has issued an order, No. 155-PW (R&B) of 2025, dated May 13, 2025, regarding the placement of several In-charge Executive Engineers (Civil) as In-charge Superintending Engineers.
Ten engineers have been placed in this new role, in their own pay and grade: Er. Purshotam Kumar, Er. Arun Gupta, Er. Iram Lone, Er. Tatheer Manzoor, Er. Aruj Allaqaband, Er. Sajad Ali Bhat, Er. Shabir Ahmad Kumar, Er. Bharat Gupta, Er. Ashfaq Ahmad Dar, and Er. Shwetanki Sharma.
This placement is subject to conditions, including that it does not confer any preferential right for substantive promotion until posts are filled through the due DPC/JKPSC process, and it is also subject to any superior claims from left-out eligible engineers and the outcome of any pending writ petitions.

Following these placements, several postings have also been ordered with immediate effect. For example, Er. Tilak Raj has been transferred and posted as In-charge Superintending Engineer, Public Works (R&B) Circle Doda, and Er. Ashfaq Ahmad Dar has been posted as In-charge Superintending Engineer, Public Works (R&B) Circle Pulwama-Shopian. Er. Shwetanki Sharma has been posted as In-charge Superintending Engineer, DIQC, J&K.
