Srinagar, May 7, 2025 – In light of the “prevailing situation,” the Government of Jammu and Kashmir has issued strict instructions regarding the sanctioning of leave for its employees. An official Office Memorandum (OM) dated May 7th, 2025, and signed by Additional Secretary to the Government, Rohit Sharma (JKAS), directs all Administrative Secretaries and Heads of Departments to refrain from sanctioning any kind of leave to employees under their administrative control, except under “exceptional circumstances.”

The directive, bearing F. No. GAD-ADM0III/53/2025-09-GAD, has been circulated to a wide array of top officials, including the Director General of Police, Principal Secretary to the Hon’ble Lieutenant Governor, Divisional Commissioner Kashmir/Jammu, and all Deputy Commissioners, signaling the seriousness with which this instruction is to be taken.
