
JKCSF Demands Immediate Restoration of Land Record Services, Urges Portable Backup System

The Jammu and Kashmir Civil Society Forum (JKCSF), under the leadership of its Chairman Abdul Qayoom Wani, has raised serious concerns over the prolonged disruption of key public services due to the technical failure of the Jammu and Kashmir Land Records Information System (JKLRIS) and Revenue Plus portals.
The malfunction, which has persisted for several days, has left citizens across the Union Territory unable to access essential revenue-related services, including land record verification, mutation certificate issuance, and related documentation. Daily visits to Tehsil offices are proving futile, with people returning without services, leading to growing public frustration and inconvenience.
Chairman Abdul Qayoom Wani expressed alarm over the situation, stating:
“It is imperative that the government ensures uninterrupted access to citizen-centric digital services. The disruption of land record portals has highlighted the fragility of our current system.”
JKCSF has urged the Revenue Department and relevant authorities to expedite the restoration of these portals and also called for the establishment of a portable backup mechanism to maintain service continuity during technical breakdowns.
The forum emphasized the urgent need for a resilient and decentralized digital infrastructure, equipped with regular audits, real-time backups, and alternate access provisions to minimize service disruptions in the future.
JKCSF reaffirmed its commitment to promoting accountable and citizen-friendly governance in Jammu and Kashmir and said it will continue to advocate for the rights and needs of the public.
