
Lieutenant Governor Concludes Viksit Krishi Sankalp Abhiyan at Khudwani-Kulgam, Reaffirms Vision for Resilient Agriculture in J&K.

SRINAGAR, JUNE 14: Lieutenant Governor Shri Manoj Sinha today addressed the closing ceremony of the Viksit Krishi Sankalp Abhiyan at the Mountain Research Centre for Field Crops, SKUAST-Kashmir, Khudwani-Kulgam, reaffirming the Union Territory’s commitment to a transformative agricultural future.
In his keynote address, LG Sinha lauded the collective efforts behind the Abhiyan, calling it a “transformative steptowards a resilient, modern, and prosperous agricultural landscape” in Jammu and Kashmir.
“Our goal is to make every farmer in J&K a proud stakeholder in India’s journey towards becoming a Viksit Bharat by 2047,” LG Sinha stated.
“With Sankalp (resolve) comes Shakti (strength), and with Shakti comes Vikas (development),” he added.
The Lieutenant Governor highlighted that J&K launched the Holistic Agriculture Development Programme (HADP) in 2022—a first-of-its-kind agricultural transformation initiative in any Indian UT—aimed at achieving a ₹1 trillion agri-economy by 2030.
He emphasized the inclusive development of tribal farming communities such as Gujjars, Bakarwals, and Paharis, acknowledging them as the custodians of traditional wisdom and natural resources. “Special focus is being placed on their upliftment through targeted schemes,” he said.
Calling for continuity in action beyond ceremonial events, LG Sinha urged all stakeholders:
“Let this Abhiyan not just end with reports. It must resonate in our governance frameworks and shape future agricultural policies.”
He also directed the Agriculture Minister of J&K to prioritize the extension of PM Fasal Bima Yojana benefits to farmers in the horticulture sector, responding to concerns raised by the farming community during the event.
As part of the ceremony:

The transplantation of rice was symbolically initiated.

Sanction letters were distributed to tribal farmers under various welfare schemes.

The LG launched several publications and initiatives of SKUAST-Kashmir.

The Mountain Research Centre was congratulated for developing 20 new rice varieties suited to Kashmir’s agro-ecology.
A two-minute silence was observed in memory of civilians martyred in the Pahalgam terror attack.
Through the Viksit Krishi Sankalp Abhiyan, over 2.8 lakh farmers across J&K were educated on advanced, sustainable agricultural practices, including low-cost, high-yield techniques, modern resources, and government schemes.
